Legal Drafting Services for Updating Department of Planning Administrative Rules, Rules of Practice and Procedure, Contested Case Rules, General Plan, Maui County Code and Other Associated Land Use and Legislative Matters

The County of Maui is seeking a qualified legal professional or law firm to provide legal drafting and legislative support services. The selected proposer will assist the Department of Planning in preparing rule amendments, legislative amendments, and other associated land use and legislative matters. The scope of work includes drafting updated or new administrative rule language, reviewing and drafting amendments to the Maui County Code, and ensuring consistency with updated HRS provisions or related case law. The proposer must have significant experience in Ramseyer format drafting, familiarity with rulemaking under HRS, and substantial knowledge of HRS 92 requirements for boards under the Sunshine Law. • Experience in legislative and legal drafting, specifically Ramseyer format. • Experience analyzing and amending land use codes and associated rules. • Significant familiarity with Hawaiʻi’s Sunshine Law HRS Chapter 92. • Significant familiarity with HRS Chapter 91 and contested case procedures. • Significant experience with land use law, HRS Chapter 205A (SMA/shoreline), and planning commission procedures.
