Travel Demand Models - On-Call Support Services

The Houston-Galveston Area Council (H-GAC) is seeking proposals from qualified firms to provide on-call technical support and professional services for the maintenance, enhancement, development of sub-models, and application to support H-GAC’s regional Travel Demand Model (TDM). The selected contractor will provide technical expertise to assist H-GAC staff in model or sub-model development, calibration, validation, troubleshooting, documentation, and application to regional planning projects. Some key tasks include: • Providing recommendations for improvements in model structure, methodology, or data integration to better support planning applications. • Assisting H-GAC staff in updating and refining sub-models using the latest survey, traffic, and land use data. • Supporting model re-calibration and validation using updated datasets such as observed traffic counts, transit ridership, and emerging mobility data sources. • Supporting the enhancement of the time-of-day modeling process by adding optional peak-of-peak (PoP) assignment steps within AM and PM peak periods to better capture congestion intensity and validate network performance during the most critical hours. • Documenting updates and providing user guidance and technical memoranda. The contractor will also assist in reviewing and validating input datasets, including socio-demographic, land use, network, and traffic data, and support the development of future-year network assumptions consistent with the Regional Transportation Plan (RTP).
