The City of Norwalk is seeking qualified transportation providers to submit proposals for three distinct, but related, services: (A) Advanced‑Reservation Dial‑A‑Ride Subscription Service, (B) Paratransit User‑Side Subsidy Demand‑Response Program, and (C) a Micro‑Transit on‑demand shared‑ride service. Bidders may pursue any one, two, or all three components, and each part will be evaluated on technical merit, experience, and a modest price factor. The work includes operating city‑owned or contractor‑provided accessible vehicles, staffing drivers and dispatch teams, maintaining compliance with federal (FTA) and state regulations, delivering real‑time rider‑facing technology, and submitting detailed monthly performance and incident reports. The contract will commence on January 1 2027, run for an initial three‑year term (with up‑to‑two one‑year extensions), and requires comprehensive insurance coverage and adherence to strict performance penalties.
• Part A: Advanced‑Reservation Dial‑A‑Ride (DAR) – demand‑responsive curb‑to‑curb rides, including late‑night weekday service, with performance metrics such as ≥ 2.25 passengers per vehicle‑revenue hour and on‑time windows of ± 10 minutes.
• Part B: Paratransit User‑Side Subsidy – door‑to‑door transportation for seniors and persons with disabilities across Norwalk and neighboring cities, with a $1.00 co‑pay per trip and rigorous driver‑qualification standards.
• Part C: Micro‑Transit – on‑demand shared‑ride service using a proprietary dispatch platform, ADA‑compliant vehicles, real‑time tracking, and a target of ≤ 10 minute average wait times.
