Non-Congregate Homeless Shelter Owner-Operator

The City of Elgin is seeking a qualified organization to operate a non-congregate homeless shelter with 96 rooms. The selected organization will be responsible for managing the facility, providing wraparound services, and ensuring the inclusion and transition of current clients without service interruption. The organization will also be required to submit a five-year operating plan and budget. • The shelter will provide temporary housing and supportive services to individuals experiencing homelessness. • The organization will be responsible for managing the property, including utilities, repairs, maintenance, and housekeeping. • The organization will be required to maintain a 24/7 staff and security presence at the facility. • The organization will be responsible for coordinating meal services and facilitating client referrals. • The organization will be required to enroll all clients in the Coordinated Entry System and utilize the Homeless Management Information System (HMIS).
