Request for Information: Enterprise Training Infrastructure Project Scope Study and Feasibility Analysis

The United States Capitol Police (USCP) is seeking industry input for a feasibility study that will define the scope, demand, and possible solutions for its enterprise‑wide training infrastructure. The effort will build on an internal Training Facilities Requirements Assessment (TFRA) completed in April 2026 and will require a qualified Architecture & Engineering (A/E) firm—or a team that includes such a firm—to develop alternative strategies, cost estimates, and decision‑support analytics. USCP requests a capability statement, experience description, technical approach, proposed scope of services, and a rough order‑of‑magnitude budget. No contract award is guaranteed; this is a market‑research RFI. • Conduct demand‑modeling and throughput analysis for current and future training needs. • Develop multiple infrastructure alternatives (modernization, expansion, new build, lease, virtual‑training, hybrid solutions). • Produce ROM cost estimates, risk analyses, and executive‑level decision‑support briefings in editable formats. • Recommend a period of performance and multidisciplinary team composition.
