San Joaquin County Freeway Service Patrol

The San Joaquin Council of Governments (SJCOG) is seeking qualified towing service providers for the San Joaquin County Freeway Service Patrol (FSP) program. The FSP program provides roadside assistance for disabled vehicles on select congested freeways to reduce traffic congestion. The selected contractor will be responsible for providing minor repairs, removing disabled vehicles, and assisting motorists free of charge. The contractor will be compensated on a per-hour basis and will be required to continuously patrol routes during specified hours. The contract period will be from January 4, 2027, through June 30, 2031, with the option for two three-year extensions. • The contractor must have a valid business license and at least three years of experience in providing similar services. • The contractor must have a designated field manager with at least two years of experience in the towing industry. • The contractor must have a staffed office and a secure location for staging and maintaining FSP vehicles. • The contractor must have a system for tracking and reporting FSP-related costs and income. • The contractor must comply with all applicable laws and regulations, including those related to hours of service and medical certificates.
