Description

The Orleans Parish School Board (NOLA Public Schools) is seeking qualified organizations to provide comprehensive, city‑wide crisis intervention support services for PK‑12 students, staff, and school communities across New Orleans. The contract will cover rapid, reactive crisis response (including psychological first aid, on‑site counseling, and post‑crisis stabilization) and proactive prevention/capacity‑building (training, universal mental‑health screening, case‑management reviews, and development of a district‑wide crisis response framework). The award will be for an initial one‑year term with the possibility of two additional one‑year extensions, subject to funding and performance. Proposals must be submitted electronically by 9:00 a.m. CST on 22 Sept 2026; a virtual pre‑proposal meeting is scheduled for 4 Sept 2026. The district requires a minimum 25 % cost share from non‑Systemwide Needs Fund sources and full compliance with DBE, EEO, and federal grant regulations. • Scope: rapid crisis response (PFA, counseling, family engagement) + preventive training, trauma‑informed screening, case‑management review, and district‑wide policy framework. • Target audience: all NOLA public schools (≈60 schools, charter & traditional). • Contract term: 1 year, renewable up to 2 additional years. • Submission deadline: 22 Sept 2026, 9:00 a.m. CST (electronic). • Pre‑proposal virtual meeting: 4 Sept 2026, 9:00 a.m. CST (optional). • Required certifications: DBE, de‑barment, background check, insurance, EDGAR compliance. • Evaluation factors: technical merit, experience, capacity‑building plan, cost, DBE participation.

Budget estimate

$1,000,000 – $3,000,000

The solicitation does not disclose a budget. Based on the scope (rapid crisis response for ~60 schools, ongoing mental‑health staffing, extensive training, development of district‑wide frameworks, and a required 25 % cost‑share), a comparable district‑level mental‑health services contract typically ranges from $1 million to $3 million per year. The lower end assumes minimal staffing and limited training; the higher end reflects full staffing, 24/7 on‑call capability, comprehensive training modules, and the development of a city‑wide policy framework. Factors influencing the final amount include the number of crisis events, the extent of on‑site versus virtual services, the level of DBE participation, and the amount of non‑grant cost‑share contributed by the contractor.
