The State of North Dakota’s Retirement & Investment Office is seeking two separate but interoperable cloud‑based solutions: a modern financial accounting system (Category A) to replace Microsoft Dynamics GP and a data‑repository/analysis platform (Category B) to store historic performance data, support ad‑hoc analytics, and provide document management. Vendors may bid on one or both categories and must deliver end‑to‑end implementation, integration with PeopleSoft, Northern Trust custodian feeds, and NeoSpin, as well as ongoing maintenance, support, and hosting for up to seven years. • Category A: Core GL, chart of accounts, AP/AR, expense allocation, GASB‑compliant reporting, integration with PeopleSoft and custodians. • Category B: Cloud data lake/warehouse, daily data ingestion, document archiving with OCR, Power BI‑style reporting, optional AI/ML features. • Required deliverables include project kickoff, gap analysis, design, configuration, testing, training, implementation, post‑implementation reporting, and a 120‑day warranty.
