The Department of Veterans Affairs, Network Contracting Office 6, is conducting market research to identify potential sources for services to provide master planning support to the Veterans Integrated Service Network (VISN) 6 and its medical facilities in Virginia and North Carolina. The contractor will develop a Facility Master Plan for six medical centers, including their leased properties, within the VA Mid-Atlantic Health Care Network (VISN 6). The plan will cover a five- to ten-year planning time horizon and will be collaborative in nature, involving key VISN and facility staff. The contractor will analyze the facility's mission and delivery of patient care, identify key service lines, and recommend changes to meet strategic planning goals. The plan will include initiatives to close out space gaps, address SCIP gaps, and improve operational efficiency. Some of the key tasks include:
* Developing a Facility Master Plan for each medical center
* Analyzing the allotment and configuration of existing space and acreage
* Identifying specific capital initiatives, such as construction projects and leases
* Developing a timeline for each initiative
* Providing rough order of magnitude (ROM) cost estimates for each capital initiative
* Identifying opportunities for sharing resources and improving operational efficiency
The contractor will work closely with VA staff to develop the master plan, which will include a written document with charts, graphs, and other visual aids. The plan will be reviewed with individual facility Master Plan Steering Groups and will include an executive summary, updated topographical and site utility drawings, and a detailed implementation timeline.
