Description

The U.S. Army Corps of Engineers (USACE) Fort Worthy District is conducting market research to identify firms capable of delivering Progressive Design‑Build (PDB) services for five new permanent barracks at Fort Hood, Texas. The effort will be executed under an Other Transaction Authority (OTA) agreement, meaning the Federal Acquisition Regulation does not apply. Each barracks project (IDs #103, #105, #106, #107, #108) includes construction of living quarters for 250‑500 soldiers, associated utilities, security systems (PACS, CCTV, IDS), fire protection, HVAC, cybersecurity, energy‑monitoring, and extensive site‑development work. Sustainability and DoD Minimum Antiterrorism standards are required, with a design life of 40 years. Phase 1 (design & pre‑construction) is expected to be awarded between FY 2027 and FY 2031, with a total program budget of roughly $1 billion and a performance period of about 1,000 calendar days per project. Responses are limited to a single PDF/Word file submitted by October 2, 2026; questions must be submitted by September 25, 2026. A virtual Industry Day will be scheduled later. • Five separate barracks projects (250–500 soldier capacity each) at Fort Hood, TX. • Progressive Design‑Build delivery under OTA (FAR‑exempt). • Scope includes full building construction, site work, security, HVAC, cybersecurity, energy‑monitoring, and 40‑year design life. • Target price ranges per project total roughly $900 M–$1.1 B. • Period of performance ~1,000 days per project (≈ 2.7 years). • Submission deadline Oct 2 2026; questions due Sept 25 2026. • Primary contact: Bijay Gurung, Contracting Specialist (email [email protected]).

Budget estimate

$900,000,000 – $1,100,000,000

The solicitation lists target price ranges for each of the five barracks: $106.9 M–$121 M (Project #103), $262.3 M–$291.5 M (Project #105), $213 M–$254 M (Project #106), $120.6 M–$134 M (Project #107), and $213 M–$259 M (Project #108). Summing the low ends yields roughly $916 M; summing the high ends yields about $1.06 B. Therefore a realistic total contract value is in the $900 million to $1.1 billion range, depending on final design scope, any cost‑saving measures, and the final award decisions for each project. Factors influencing the final budget include the OTA negotiation outcomes, potential economies of scale across the five projects, and any adjustments for inflation or design changes during Phase 1.
