Description
The State of North Carolina’s Department of Transportation (Division 3) is seeking a pre‑qualified, licensed contractor to provide on‑call asphalt tier services for Onslow County. The contractor will supply all labor, equipment (pavers, rollers, etc.), and traffic‑control measures needed for asphalt placement whenever NCDOT issues a work order during the contract period. Quantities are estimated; actual call‑outs will be determined by the agency. This is a non‑federal‑aid, state‑funded contract subject to Buy‑America requirements for any manufactured products used.

• Bids are sealed paper submissions due 2:00 PM, 19 February 2026, at the NCDOT Division Operations office.
• Post‑award certifications (non‑collusion, debarment, gift‑ban) required within 14 days of award.
• Buy America Phase 1 applies (final assembly in the U.S.); Phase 2 will apply to contracts obligated after 1 Oct 2026.
• No MBE/WBE goals; NCDOT reserves the right to reject any or all bids.
