The USDA Forest Service is seeking a contractor to develop and deliver monthly and quarterly market index price data for seven western lumber species. The work supports stumpage rate adjustments on timber sale contracts and includes: • Kick‑off meeting and ongoing coordination with Forest Service officials • Production of monthly index prices (2 PNW Coast, 5 Inland) beginning November 2026 • Quarterly average indices for each species • Development of index logs and a grade‑recovery survey (survey in 2029, logs delivered by Jan 1 2030) • Delivery of a methodology for updating index logs and a transition plan for contract close‑out • Optional four‑year extensions, each adding a full year of the same deliverables • All deliverables submitted electronically, 508‑compliant, with strict data‑security and record‑keeping requirements. The base period is 12 months (Nov 2026 – Oct 2027) with four one‑year options, performed remotely or from the contractor’s facility, with occasional on‑site support as needed.
