External Monitor for the Child Care Quality Program

The Workforce Solutions Borderplex (WSB) is seeking an external monitor to conduct an annual independent review of the Child Care Quality program. The selected consultant will review and assess current program operations, ensure compliance with applicable funding guidelines, and provide guidance on effective resource allocation. The goal is to enhance program outcomes, maintain fiscal accountability, and support continuous quality improvement in childcare services. The scope of work includes: • Conducting one annual review of Child Care Quality program activities, expenditures, and documentation • Evaluating compliance with TWC guidelines, WSB policies, and applicable federal requirements • Evaluating fiscal and programmatic processes to ensure expenditures are properly documented and allowable under funding guidelines • Providing a final monitoring report that includes findings, recommendations, and corrective actions (if necessary) • Presenting results to WSB leadership and answering questions as requested.
