RFP #V 3 OF 2026 - CONTRACT FOOD SERVICES FOR THE ERIE COUNTY PRISON

The County of Erie is seeking a contractor to provide food services for the Erie County Prison. The contract will be for a period of 3 years, with the option of two 1-year extensions. The contractor will be responsible for providing three meals per day, seven days a week, for inmates and staff. The contractor must also provide special diet meals and snacks as required. The menu for the meals is provided in the RFP document. The contractor must have experience in providing food services in a correctional setting and must meet all applicable laws and regulations. The contractor will be evaluated based on their understanding of the department's needs, the soundness of their approach, the cost-effectiveness of their proposal, and their experience and capacity. Some key requirements include: • Providing all management, materials, and supplies necessary to provide food service for the Erie County Prison • Meeting the dietary allowances as stated in the "Recommended Dietary Allowances," National Academy of Sciences • Providing meals that are nutritious, wholesome, and palatable • Providing special diet meals, including religious, doctor-approved, vegetarian, kosher, and other special diets • Providing snack bags for inmate workers and other inmates as deemed necessary • Providing bag meals for inmates being transported for legal proceedings • Having a minimum of five current food service contracts, with at least two being in the state of Pennsylvania • Providing a staffing chart showing the anticipated scheduling of staff • Ensuring that all employees are trained and supervised to meet the needs of the county • Providing a plan for administrative management, including how problems are addressed • Meeting all applicable laws and regulations, including those related to food safety and sanitation
