Odor Mitigation System Hardware and Odor Monitoring and Detection Software System (Landfill)

The City of Garland is seeking proposals for a comprehensive odor mitigation system and odor monitoring and detection system for use at the C. M. Hinton Jr. Regional Landfill. The system must provide accurate detection of key odorous compounds, deliver predictive modeling and alerting, and operate effectively in challenging outdoor landfill environments. The proposal should include technical specifications, pricing, and a maintenance and support plan. The City may award one vendor for both systems or two separate vendors, based on evaluation results. • The system must utilize vapor-phase, waterless technology designed to neutralize landfill odors effectively in all weather conditions. • The system should operate using a dry vapor dispersion method without the need for water, allowing year-round performance even in freezing temperatures. • Key desired features include integrated SCADA for remote operation and monitoring, independent diesel power supply, and rugged mobility suitable for deployment at multiple landfill locations. • The system must meet or exceed the City's minimum technical specifications, including odor control technology, coverage and output, all-weather construction, and trailer requirements. • The proposal should include a detailed technical description, schematics and drawings, a compliance matrix, and a service and support plan.
