Description

The State of South Carolina’s Department of Natural Resources is seeking a qualified vendor to provide comprehensive water‑treatment services for the Marine Resources Division’s HVAC water‑processing equipment, including boilers, chillers, cooling towers, and associated hot‑ and chilled‑water loops. The vendor must perform monthly inspections, supply and manage all treatment chemicals, produce detailed service reports, conduct annual Legionella testing, and respond to emergencies within 72 hours. The contract is a fixed‑price, monthly‑billing arrangement for a five‑year period (initial 1‑year term with up to four one‑year renewals). The vendor must be a registered South Carolina vendor, carry required insurance, and submit a complete, signed offer package through the SCEIS portal (or sealed paper submission). • Perform monthly monitoring, chemical dosing, and reporting for boilers, chillers, cooling towers, and water loops. • Supply all required treatment chemicals and maintain inventory; provide Safety Data Sheets. • Conduct annual Legionella testing, report within 5 business days, and execute corrective actions if needed. • Must be available for emergency service within 72 hours of notice. • Fixed‑price monthly billing; no separate travel or mileage reimbursements; contract may be renewed annually for up to four additional years.

Budget estimate

$25,000 – $50,000

The prior contract was valued at roughly $19,800 over five years (~$4,000 per year). This new solicitation adds full chemical supply, monthly on‑site service, reporting, and annual Legionella testing, which will increase labor and material costs. Assuming a modest monthly fee of $400‑$800 (covering labor, chemicals, testing, and overhead) the total contract value would be approximately $24,000‑$48,000 over the 5‑year term. Factors influencing the range include the number of equipment units serviced, chemical consumption rates, and any optional renewals with price adjustments.
