New Jersey Transit is seeking a qualified consulting team to design, field, process, and report a comprehensive origin‑destination (O‑D) survey for three commuter‑rail corridors (NEC, NJCL, RVL) covering fiscal years 2025‑2026. The effort includes questionnaire development in multiple languages, on‑board data collection, extensive data cleaning, weighting, GIS geocoding, and delivery of analytical reports and interactive dashboards. The contract is cost‑plus fixed‑fee, up to a two‑year performance period, with a 15 % small‑business/disadvantaged‑veteran participation goal.
• Scope: project management, multilingual questionnaire design, training, pre‑test, weekday (and optional weekend) field surveys, data processing, weighting, incentive administration, and final analysis/reporting.
• Deliverables: daily status dashboards, monthly progress reports, clean SPSS/Excel datasets, Power BI dashboard, PDF/Word final report, and optional Newark Penn Station intercept survey.
