Description

The City of Detroit is seeking qualified, pre‑qualified demolition contractors to remove, transport, and dispose of fill material from approximately 20 planned residential properties, then backfill, grade, and finalize each site. Vendors must be able to provide performance and payment bonds (100 % of contract value) and carry the required insurance. Work must be completed within 120 calendar days after a Notice to Proceed. The City will evaluate bids on a lowest‑price, responsive, responsible basis and may award individual property groups to different vendors. • Scope: Excavation, load‑out, hazardous and non‑hazardous fill disposal, backfill (below 12 in), top‑fill (top 12 in), sidewalk replacement, seed & straw/site clean‑up. • Required documents: Price Sheet (Excel), Professional Rate Schedule (Excel), signed Signature Page (PDF), bonds, certificates of insurance. • Mandatory bonds: Performance and payment bonds equal to 100 % of contract amount. • No permit costs may be included in the bid; the City will handle permits. • Vendors must be pre‑qualified under the Detroit Demolition Program and submit a single bid per group via the Oracle Supplier Portal. • Deadline for quote submission: 2026‑10‑01 17:00 UTC. • Evaluation based on lowest responsive bid with local preference considerations. • Successful vendor must complete all work and invoicing within 120 days of award.

Budget estimate

$1,000,000 – $3,000,000

Based on typical costs for residential demolition, fill removal, and backfill in the Detroit metro area, each property can range from $40,000 to $150,000 depending on site conditions, hazardous material presence, and volume of material. With approximately 20 properties, the total contract value is likely to fall between $1,000,000 (lower‑end, minimal hazardous material) and $3,000,000 (higher‑end, extensive hazardous disposal and backfill). The estimate assumes standard market rates for excavation, haul‑away, disposal fees, and backfill material, plus a modest contractor overhead and profit margin.
