Description

The Mississippi Department of Environmental Quality (MDEQ) is seeking qualified, Mississippi‑licensed firms to provide 24/7 on‑call emergency response and environmental cleanup services for spills, hazardous material releases, and related incidents throughout the state. The contract will be indefinite‑delivery, on‑an‑as‑needed basis, with a maximum performance period of five years and individual work orders issued as emergencies arise. Bidders must demonstrate extensive hazardous‑materials handling experience, possess required certifications (HAZWOPER, Coast Guard Oil Spill Response, etc.), maintain a fleet of response equipment, and be able to mobilize within hours. The award will be a firm‑fixed‑price contract with work orders priced per the attached rate sheet; a 5 % bid bond on a $3 M ceiling is required. • Scope: Spill containment, sample collection/analysis, decontamination, hazardous‑material transport, boom/skimmer deployment, excavation, chemical transfers, and related emergency tasks. • Contract type: Indefinite‑delivery, as‑needed, firm‑fixed‑price; no guaranteed minimum volume. • Term: Up to 5 years, with work orders issued on a 24/7, 365‑day basis. • Minimum qualifications: State‑licensed contractor, Certificate of Responsibility, HAZWOPER‑trained personnel, Coast Guard oil‑spill certification, insurance (≥ $1 M general liability), bid bond (5 % of bid). • Submission: Sealed bid or electronic submission via Mississippi’s MAGIC portal by 3:00 p.m. CDT, Oct 12 2026. • Evaluation: Based on technical qualifications, past performance, equipment, and price. • Contact: Ms. Aveleka Moore, Bid Coordinator ([email protected], (601) 961‑5107).

Budget estimate

$500,000 – $3,000,000

The solicitation does not state a definitive contract value, but the bid bond requirement references a $3,000,000 total bid amount (5 % bond). Typical state emergency‑response contracts of this scope range from a few hundred thousand dollars for limited call‑outs to several million for high‑volume, multi‑year engagements. Assuming an average mix of work orders, a reasonable earnings estimate for the contractor would be between $500,000 and $3,000,000 over the five‑year term, depending on the frequency and size of incidents responded to. Factors influencing the final budget include the number of emergency events, the complexity of each cleanup, overtime rates, and any additional equipment rentals.
