Description

The Commonwealth of Kentucky’s Department of Juvenile Justice is seeking qualified optometrists (individuals or firms) to provide on‑site optometry services to juveniles in its statewide detention facilities for Fiscal Year 2027. Services include comprehensive eye exams, prescription glasses fabrication, lens replacement, frame adjustment/repair, and limited contact‑lens provision. Contractors must staff a licensed optometrist, supply all equipment and supplies, and be able to operate a “clinic” when at least four juveniles require care. The contract will be priced on a daily‑rate‑per‑visit basis, with an expected 3‑5 clinics per facility per year (approximately 50‑70 clinics total across 13 facilities). The award will be a personal service contract; proposals must include technical, cost, and required affidavits, and be submitted electronically by 2:00 PM on 10/14/2026. • Provide on‑site comprehensive eye examinations and related laboratory services. • Supply, fit, and adjust eyeglasses meeting ANSI standards; contact lenses only when medically justified. • Daily‑rate pricing structure covering a minimum of four juveniles per clinic; additional charges for extra frames. • Minimum service frequency: ~3‑5 clinics per facility per year (≈50‑70 clinics total). • Must maintain HIPAA compliance, participate in quality‑assurance meetings, and provide a backup licensed optometrist. • Required documentation: references, licensure, resumes, cost proposal, affidavits, and registration in Kentucky’s e‑Procurement system.

Budget estimate

$60,000 – $175,000

The contract is priced on a daily‑rate per clinic visit. Assuming an average daily rate of $1,200–$2,500 (typical for mobile optometry services covering staff, equipment, and supplies) and an estimated 50–70 clinics across all facilities in FY 27, total contract value would likely fall between roughly $60,000 and $175,000. The lower bound assumes fewer clinics and a modest rate; the upper bound assumes the maximum number of clinics and a higher daily rate. Factors influencing the final amount include the exact daily rate submitted, the number of clinics actually conducted, and any additional charges for premium frames or contact lenses.
