Description
The Department of Veterans Affairs is conducting market research for a forthcoming Blanket Purchase Agreement (BPA) to secure comprehensive legal assistance, alternate dispute resolution (ADR), court support, transcription, training, and related services nationwide. The agency seeks capability statements from SDVOSBs that can deliver these services on short notice (24‑48 hours) and at a national scale, addressing labor categories, technical approach, pricing structure, and feasibility of a single‑vendor versus regional approach. This RFI does not constitute a solicitation; responses will shape the eventual BPA terms and contract type (FFP/LH).
• Scope: ADR services, court reporting, transcription, real‑time captioning, translation, legal research, litigation support, case management, expert witness services, and training.
• Delivery: Nationwide coverage; orders may be issued under the BPA as Firm‑Fixed‑Price or Labor‑Hour contracts with optional travel provisions.
• Eligibility: Must be a Service‑Disabled Veteran‑Owned Small Business Concern (SDVOSBC) capable of rapid mobilization and national reach.
