The Advanced Research Projects Agency for Health (ARPA-H) is conducting market research to determine the capabilities of the market to provide specialized and agile solutions for a Program Manager Development Framework. The framework should be designed to train and prepare Program Managers to operate effectively in an ARPA-like environment. The contractor should provide a day 1 fully deployable ready-to-use Program Manager Development Framework that requires no additional stand-up time. The framework should include competencies for working effectively in an ARPA or ARPA-like environment, applying federal acquisition, budgeting, and oversight principles, and managing high-risk, high-reward R&D programs. • The framework should be aligned with ARPA-H's mission, culture, and strategic priorities to support Program Manager development and performance management. • The contractor should provide training and curriculum development, including tiered curricula, learning objectives, course outlines, and delivery modalities. • The contractor should demonstrate experience in Program Manager workforce development, including defining lifecycle PM development pathways and incorporating coaching, mentoring, and applied learning. • The contractor should provide assessment, measurement, and continuous improvement, including designing tools and processes to assess competencies before and after training, defining metrics and feedback mechanisms, and recommending iterative updates based on assessment results.
