The County of San Mateo is seeking a vendor to provide a software solution to improve accounts payable processes. The solution should improve data relationships to facilitate automation, accuracy, and efficiency. The County is looking for a solution that can provide purchase order management, tax, and reporting. The solution should be able to integrate with the County's existing systems, including Finance Enterprise and Workday. The vendor should provide software licenses, hosting, support, and implementation services. • The solution should support configurable workflow capabilities and automated invoice approval routing. • The solution should provide a three-tiered purchasing hierarchy for county-wide vendor agreements, department annual purchase orders, and department routine purchases. • The solution should expand the use of purchase orders for frequent and routine purchases. • The solution should standardize shopping carts and offer punch-out functionality for county departments. • The solution should utilize product catalogs to improve data on purchase orders and invoices. • The solution should offer pre-approved/recommended products. • The solution should facilitate collaboration on buying projects and support volume discounts via shared shopping carts. • The solution should prepare purchase requisitions directly from shopping carts. • The solution should support Docusign for POs without external download/upload and enforce signatory requirements. • The solution should support P-cards and/or offer virtual credit cards for specific purchase requisition approved amounts with short expiration periods. • The solution should enable the electronic transmission of purchase orders to vendors to promote receipt of corresponding electronic invoices. • The solution should manage multi-year purchase orders based on contract terms. • The solution should capture taxes early in the requisition process and automatically calculate tax based on order information. • The solution should automatically calculate Use Tax, determine jurisdiction rates, product taxability, and exemption status.
