Revised Underwriting for HOME/CHDO Projects - Quick Quote

The City of Pontiac is seeking a qualified professional or firm to provide underwriting services for its HOME Investment Partnerships Program (HOME), specifically for projects funded under the Community Housing Development Organization (CHDO) set-aside. The contract will not exceed $10,000 and will cover services for a one-year term. The selected vendor will provide underwriting services for up to two CHDO housing projects, including reviewing project proposals, evaluating financial feasibility, conducting subsidy layering analysis, and assessing market viability. Key responsibilities include: • Reviewing project proposals for compliance with 24 CFR 92.250 • Evaluating financial feasibility, developer capacity, and cost reasonableness • Conducting subsidy layering analysis • Assessing market viability and long-term affordability • Providing written underwriting reports with recommendations • Participating in meetings with City staff and CHDOs as needed The ideal candidate will have experience providing underwriting services for CHDO or similar affordable housing projects, familiarity with 24 CFR 92.250, and a commitment to affordable housing outcomes.
