Pharmacy Benefits Administrator (PBA)

The State of Tennessee’s Department of Finance and Administration is seeking a qualified vendor to serve as the Pharmacy Benefits Administrator (PBA) for TennCare, the state’s Medicaid program. The contractor will manage pharmacy benefit design, formulary management, claims processing, network negotiations, and compliance reporting for the state’s Medicaid beneficiaries. This is a high‑visibility, statewide health‑care administration contract that requires deep expertise in pharmacy benefit management, Medicaid regulations, and large‑scale data analytics. • Provide end‑to‑end pharmacy benefits administration for TennCare, including formulary development, claims adjudication, and rebate negotiations. • Ensure compliance with federal and state Medicaid regulations and reporting requirements. • Deliver performance reporting, analytics, and continuous improvement recommendations to the Department. • Must be a registered vendor with the State of Tennessee (registration takes 10‑14 days). • Requires execution of a nondisclosure agreement before detailed solicitation documents are released.
