Notice to Intent to Sole Source - Bio-Plex Reagents

The National Institutes of Health, Clinical Center (NIH-CC) intends to negotiate a sole source contract with Bio-Rad Laboratories for the purchase of Bio-Plex Pro Human Cytokine Screening Panel, 48-Plex kits, Bio-Plex Calibration kit, and Validation kit. These products will be used for clinical CAR-T potency testing throughout development and manufacturing of CAR-T cells. The key features and benefits of the Bio-Plex Pro Human Cytokine Screening Panel include quantification of a panel of 48 cytokines, chemokines, and growth factors, compatibility with various sample types, and a shorter assay time compared to conventional ELISA techniques. • The products will be used for clinical CAR-T potency testing. • The contract period is three months, from 5/1/2026 to 8/1/2026. • The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1. • Interested parties may submit a capability statement by email to [email protected] by 12:00 PM eastern standard time on 02/14/2026.
