The Shelby County Board of Education is seeking a qualified firm to lead a district‑wide COSO Internal Control framework implementation, including assessment, custom training, and ongoing support for its K‑12 system (≈110,000 students, 200+ schools). The effort is divided into planning, current‑state assessment, framework development, training delivery, pilot rollout, and sustainability monitoring, with all deliverables in editable electronic format. The contract is a fixed‑price, one‑year term with an optional renewal, and the vendor must provide certified professionals and evidence of financial stability.
• Develop project governance, conduct a comprehensive internal‑control gap analysis, and produce an internal‑control manual, risk register, SOPs, and segregation‑of‑duties matrices.
• Deliver hybrid (in‑person and virtual) COSO training to executives, board members, principals, finance, HR, and audit staff, supplying all materials and recordings.
• Support a pilot implementation, refine tools, and provide a 12‑ to 18‑month rollout plan with monitoring dashboards and post‑implementation assistance.
