Waste Diversion Outreach, Education & Engagement

The City of Golden seeks a qualified consulting firm or team to design, develop, and implement a comprehensive waste‑diversion outreach, education, and engagement program. The effort supports multiple initiatives—including a new Universal Recycling Ordinance, an optional Downtown Waste District, future organics‑collection outreach, and residential recycling education—funded by several federal, state, and local grants. The contractor will create bilingual outreach plans, produce educational materials, conduct stakeholder workshops, collect and analyze data, and provide progress reporting for grant compliance. Work is phased across three years (Nov 2026 – Jul 2029) with separate workstreams that may start at different times depending on policy adoption and funding availability. • Develop and execute outreach/marketing plans for commercial, multifamily, and downtown stakeholders (URO and DWD). • Produce bilingual education, signage, and digital content; deliver workshops and technical assistance. • Conduct organics‑related data‑collection surveys (early 2028) and compile findings for future policy. • Lead residential recycling education campaign (early 2027) with mailers, utility‑bill inserts, social media, and community events. • Track activities, metrics, and costs for grant reporting; provide regular progress updates and final editable deliverables. • Ensure all materials meet Colorado accessibility standards and WCAG.
