Delaware State University is seeking a qualified vendor to provide comprehensive mechanical and controls maintenance services for its campus facilities. The contract covers preventive maintenance, repairs, and emergency response for boilers, chillers, pumps, building‑automation systems, HVAC controls, water‑treatment equipment, and rooftop units, as well as monthly boiler testing and reporting. The awardee must staff full‑time onsite personnel during normal business hours (8 a.m.–4:30 p.m.) and provide coverage outside those hours, use its own computerized maintenance management system (CMMS) with weekly reporting, supply all parts, tools, and inventory storage, and manage any subcontractors directly. The three‑year base term may be extended up to two additional one‑year periods, with optional month‑to‑month extensions at the university’s discretion.
• Preventive and reactive maintenance of mechanical equipment, BAS, HVAC controls, water‑treatment, and rooftop units across multiple campus buildings.
• Full‑time onsite staffing (8 a.m.–4:30 p.m.) plus additional coverage outside normal hours; vendor‑owned CMMS and weekly activity reports required.
• Vendor responsible for parts procurement, inventory management, tools, and subcontractor oversight; compliance with Delaware prevailing‑wage, insurance, and cyber‑security requirements mandatory.
