Description
The Millennium Challenge Corporation (MCC) is seeking market input for a forthcoming contract to provide comprehensive application‑engineering, operations‑and‑maintenance, and Tier‑3 user support across its enterprise portfolio. The effort will cover modernization of legacy .NET/AngularJS applications, migration to cloud‑native Microsoft Azure environments, support for Power Platform, ServiceNow, and Box.com, as well as AI/ML strategy, cybersecurity integration, and program‑management services. Contractors must be able to staff a team (approximately 27 FTE) located primarily in the Washington, D.C. metro area, with capability to provide surge capacity on short notice.
• Provide application development, O&M, and Tier‑3 support for a suite of 17+ MCC apps (e.g., MCC MIS, MCC.API, Selection App, Power Platform apps).
• Lead cloud‑native migration, CI/CD pipeline enhancements, and DevSecOps implementation on Azure (GCC Moderate) and AWS environments.
• Deliver AI/ML governance, model development, and data‑analytics services, plus program‑management and administrative support for the award.
• Must offer a blended pricing model (fixed‑price for defined work, T&M for emergent tasks) and be able to respond to surge‑support requests within 14 days.
• All key personnel are expected to be on‑site or tele‑working within the D.C. metro area and hold Moderate‑Risk Public‑Trust clearances.
