Description

The New York State Unified Court System (UCS) is conducting market research to identify qualified evaluators and gather information on the anticipated scope, approach, and estimated costs associated with evaluation services for a grant awarded under the Byrne State Crisis Intervention Program (SCIP), administered by the Division of Criminal Justice Services (DCJS) and funded by the U.S. Department of Justice, Bureau of Justice Assistance (BJA). This grant supports the Empowerment Through Wellness to Prevent Gun Violence Initiative, which delivers community-based violence intervention services and technical assistance to judges and court staff working with justice-involved youth with gun-related offenses. Grant funding will support data collection, program monitoring, and evaluation activities across eight youth pilot sites located within the following counties: Suffolk, Nassau, Kings, Bronx, Monroe, Erie, Queens, and New York (Manhattan) Counties. UCS seeks letters of interest to provide the services detailed herein for anticipated two (2) year period. From approximately September 1, 2026, to approximately September 30, 2028. UCS seeks information from experienced evaluators regarding qualifications, relevant experience, proposed evaluation approaches, and estimated costs to assess program implementation across the pilot sites. Expectations of services should include: • Development of a standardized evaluation framework across all participating pilot sites. The framework should ensure clarity on what data must be collected, how it should be collected, and how performance will be assessed over time. • Assessment of program implementation and service delivery processes. • Collection and analysis of stakeholder feedback on program implementation. • Documentation of referral pathways and coordination practices across system partners. • Analysis of participant engagement, program completion, service utilization, and behavioral and compliance outcomes. • Conduct cross-jurisdictional comparisons to identify trends, promising practices, and opportunities for continuous quality improvement. • Coordination with community-based service providers collecting participant services and outcome data within each pilot site. To indicate interest in and eligibility to provide these services, please complete the form on the following page and send: 1. A line-item budget 2. A letter of interest to: Kyle Cunningham [email protected] The letter of interest must include a brief description of any prior experience providing these services and capacity, including qualifications on an organizational level, to provide the specified deliverables required. Letters of interest and forms are due at the address above by 2pm on Friday July 24, 2026.

Budget estimate

$200,000 – $500,000

The budget for this opportunity is likely to be in the range of $200,000 to $500,000, based on the scope of work and the fact that it is a two-year contract. The evaluator will be responsible for providing a range of services, including development of a standardized evaluation framework, assessment of program implementation, and analysis of participant outcomes. The contract will likely involve a significant amount of time and resources, and the budget will need to reflect this. The fact that the opportunity is funded by a federal grant also suggests that the budget may be higher than average.
