CHIPS Permittivity coupons and on-wafer calibration standards – Combined Sources Sought/Notice of Intent to Sole Source

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing high-speed, Lock-in/Servo systems, specifically permittivity coupons and on-wafer calibration standards. The requirements include high purity fused silica wafers, laser cutting, and healing etch, among other technical specifications. The goal of this requirement is to enable traceable complex measurement and on-wafer traceability for S-parameters power and phase for NIST. • High purity fused silica wafers and fabrication services are required. • The contractor shall deliver wafers and fabrication services for NIST wafer-level calibration kits, standard reference material permittivity coupons, and exploratory standard reference material microstrip calibration kits. • Optional line items include additional wafers, standard reference material permittivity coupons, and exploratory standard reference material coplanar waveguide calibration kits. • The contractor must meet or exceed NIST's minimum requirements, which are detailed in the technical specifications. • The contract may include an option year, which suggests that the project may last at least 1 year, possibly 2 years.
