The goal of this project is to establish a clear and sustainable framework for a countywide network of people and places that can support disaster response, recovery, and preparedness. The consultant will be responsible for developing a shared definition, mission, and vision for the CRH Network, clarifying the relationship and interdependence between human and facility networks, and defining roles, governance, and fiscal responsibilities for MEMA, County departments, and community partners. The project will involve stakeholder engagement, strategic plan development, and budget and resource strategy development. The consultant will produce three integrated deliverables: a Community Resilience Hub Network Assessment & Engagement Summary, a Draft Strategic Plan and Operational Framework, and an Implementation and Sustainability Plan. • The project will be completed within three months, with an optional extension of up to two months. • The consultant will be required to demonstrate cultural competence, respect, and integrity when engaging with Maui Nui communities. • The project will involve collaboration with County departments, nonprofits, and community-based organizations. • The consultant will be required to provide high-quality, actionable reports and recommendations in editable formats. • The project will be evaluated based on community engagement and cultural competency, relevant experience and qualifications, project approach and methodology, capacity and key personnel, and cost proposal.

Budget estimate

$200,000 – $500,000

The budget for this project is likely to be in the range of $200,000 to $500,000, based on the scope of work and the fact that it is a strategic planning project for a community resilience hub network. The project involves developing a strategic plan, engaging stakeholders, and providing budget and resource strategy development, which are all complex tasks that require significant expertise and time. The County of Maui is likely to pay a premium for high-quality consulting services, especially given the importance of disaster response and recovery in the community.
