Description

The Minnesota Pollution Control Agency (MPCA) is seeking proposals from qualified environmental contractors to support the MPCA's Watershed Division on statewide, basin-wide, water body, and watershed scale projects. The goal of the Watershed Master Contract is to support the State in investigating, modeling, and documenting water quality data and actions to improve water quality. The contract will be for a 5-year term, with a total budget of approximately $3,500,000. The successful contractor will provide modeling and watershed services, including modifying and using Hydrological Simulation Program – FORTRAN (HSPF), developing Total Maximum Daily Loads (TMDL) and TMDL reports, assisting with Watershed Restoration and Protection Strategy (WRAPS) updates, and providing watershed analyses, data services, information storage, accessibility, visualization, and dissemination using appropriate geospatial standards and metadata guidelines. • The contract will be divided into two categories of service: Category 1 (HSPF modeling) and Category 2 (Watershed Services). • The evaluation of each proposer's capabilities will be based primarily on the tasks performed in those categories. • Multiple contractors will be selected to conduct tasks statewide. • The contract will start on July 1, 2026, and the total amount of money available for work under this Master Contract is approximately $3,500,000 for five years.

Budget estimate

$700,000 – $1,750,000

The total budget for the Watershed Master Contract is approximately $3,500,000 over a 5-year period. This amount will be divided among multiple contractors, and the actual budget for each contractor will depend on the scope of work and the number of contracts awarded. Assuming an equal distribution among 2-5 contractors, the estimated budget per contractor could range from $700,000 to $1,750,000 over the 5-year contract period. However, this is a rough estimate and the actual budget may vary based on the specific services provided and the terms of the contract.
