RFP# PM-26-16 - On-Call General Contractor Services

The San Diego Housing Commission is seeking a pre‑qualified general contractor to provide on‑call construction, maintenance, and repair services for a large portfolio of affordable‑housing properties throughout San Diego County. The contractor must be licensed, DIR‑registered, and able to meet California prevailing‑wage, HUD Section 3, and insurance/bond requirements. Work will be issued via purchase orders or minor‑construction agreements on an as‑needed basis, covering trades such as plumbing, electrical, HVAC, roofing, drywall, painting, carpentry, and many other minor‑construction disciplines. The contract term is one year with one optional renewal year, and the agency may award multiple contracts to cover the extensive property list. • Provide all labor, materials, equipment, and supervision for minor‑construction and maintenance tasks across hundreds of SDHC‑owned/managed housing units. • Submit fully burdened hourly rates for each trade, comply with weekly certified payroll, and maintain required performance/payments bonds (≥ $100 k) and insurance. • Must conduct HUD Section 3 outreach, submit a utilization plan, and file Form 700 disclosures.
