Closes 1/30/2026$100k – $500kRequest for Information
The Texas Comptroller of Public Accounts is seeking information to establish a high-performance building evaluation system and energy efficiency performance standard for state agencies and higher education facilities design and renovation projects. The system should provide minimum requirements for energy use, natural resources use, and indoor air quality, and should encourage the use of materials or products manufactured or produced in Texas. Respondents are asked to provide input on the International Green Construction Code (IgCC-2024) and the ASHRAE 90.1-2022 energy code, and how they can be used to establish a high-performance building design evaluation system and energy efficiency performance standard.
• The IgCC-2024 provides a whole systems approach to the design, construction, and operation of buildings, addressing site sustainability, water use efficiency, and indoor environmental quality.
• The ASHRAE 90.1-2022 energy code provides minimum requirements for energy efficiency in buildings.
• Respondents should have experience in high-performance building design and construction, or related products and services, including expertise in energy efficiency, water conservation, or low-impact site development, and landscape sustainable design.
• Responses should be submitted through the SECO comment response portal, and should include a MS Word or PDF document with a filename that adheres to the specified naming protocol.
