Description
The Spokane Airport Board is seeking a qualified consulting firm to provide full‑service professional engineering support for a comprehensive upgrade of the Main Terminal Baggage Handling System (BHS). The scope covers assessment of existing control hardware, development of a Basis of Design, detailed design of control systems and network infrastructure, procurement assistance, construction‑management administration, testing & commissioning, training, and delivery of as‑built documentation. The work must be performed while the airport remains operational, ensuring minimal disruption to passengers and alignment with the newer Concourse C BHS platform.
• Existing conditions assessment and gap analysis of PLC, SCADA/HMI, and network assets.
• Design of upgraded control system hardware, industrial Ethernet, software logic, and UI standards.
• Full construction‑management support, including submittal reviews, RFI responses, and schedule coordination.
• Development and execution of a comprehensive testing and commissioning plan (FAT, SAT, integrated system testing).
• Training programs, O&M manuals, and final documentation handover.
