Description
The Spokane Airport Board seeks a qualified consultant to develop, market, and manage a new Rental Car (RAC) concession program for Spokane International Airport. The consultant will conduct market and financial analyses, create a strategic plan, draft and issue the future RAC RFP, evaluate proposals, negotiate lease agreements, and support implementation and ongoing compliance. This pre‑award qualification stage will select one consultant to commence work on January 1 2027, guiding the airport through the entire concession lifecycle.
• Perform market, demand, and financial modeling for rental‑car operations.
• Develop a full RFP package, manage the procurement process, and evaluate responses.
• Draft, negotiate, and finalize concession/lease agreements and provide transition support.
