Request for Information (RFI) for industry feedback on a draft Commercial Solutions Opening (CSO) and a draft call to modernize the Defense Stockpile Management System (DSMS) for the Defense Threat Reduction Agency (DTRA)

The Defense Threat Reduction Agency (DTRA) is seeking feedback from industry on a draft Commercial Solutions Opening (CSO) framework and a draft call to modernize the Defense Stockpile Management System (DSMS). The purpose of this Request for Information (RFI) is to obtain feedback on the clarity, effectiveness, and accessibility of the draft CSO framework and to conduct market research on a potential first call focused on the modernization of the DSMS. • The draft CSO framework provides a new procurement vehicle for acquiring innovative commercial items, technologies, and services through a competitive process. • The modernization of the DSMS aims to replace the current system with an innovative, secure, and user-friendly solution that improves data accuracy, enhances predictive analytics for maintenance, and streamlines overall stockpile management processes. • Respondents are invited to provide feedback on the draft CSO framework and the potential first call, including recommendations for improving the overall effectiveness of the CSO and encouraging robust participation from industry. • The RFI is seeking information on the best approach to modernize the DSMS, including the acquisition strategy, modernization strategy, core capabilities, transition and service continuity, data migration, security architecture, and contract type.
