Notice of Intent to Negotiate a Sole Source Contract

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source contract with Emprise Corporation for Shipboard Automated Maintenance Management (SAMM) Engineering Deployment, Support Services, and Material. The contract will provide engineering services to maintain, develop, and update the SAMM system, including support for shipboard maintenance management, vibration monitoring, oil analysis, and training. The contractor will also provide technical assistance, troubleshooting, and maintenance support for the SAMM system. • The contract will include support for 15 NOAA vessels currently in operation, 2 vessels under construction, and 4 future vessels in planning. • The contractor will provide onboard training and support for shipboard personnel, as well as ashore support for NOAA personnel. • The contract will require the contractor to provide monthly reports, including oil analysis and vibration data analysis reports. • The contractor will also be responsible for developing and maintaining Quick Reference Guides for all SAMM versions active in NOAA's fleet.
