Wastewater Engineering Services - Open End Contract

Cecil County Department of Public Works is seeking proposals from qualified professional engineering firms to provide on-call wastewater engineering services under an open-end contract. The scope of work includes planning, design, construction phase services, and related tasks for complex wastewater projects. Services will be authorized on an as-needed basis through individual task orders issued by the County during the term of the contract. The County operates 5 wastewater treatment plants and is expecting new projects to include pump station repairs and upgrades, collection system expansion, and wastewater treatment plant repairs and upgrades. • The contract is expected to commence on July 1, 2026, and terminate on June 30, 2027, with options for renewal. • The County encourages the formation of consultant teams that maximize technical expertise, capacity, and value to the County. • Selection will be based on a Best Value determination, considering qualifications, experience, past performance, technical approach, and rate structure. • The County reserves the right to reject any or all proposals for any reason.
