RFP-COBRA Services

The City of Cleveland is seeking a qualified firm to provide COBRA administrative services. The selected vendor will be responsible for administering all aspects of COBRA continuation in accordance with Federal COBRA regulations. The scope of work includes initial notification, qualifying event notices, customer service, election process, qualified beneficiary billing and collecting premiums, appeals administration, data sharing for Affordable Care Act reporting, and regulatory compliance updates. The contract term will be for one year with two, one-year options to renew. • The City provides medical, pharmacy, dental, and vision benefits to approximately 7,320 employees and their eligible dependents. • The COBRA plan administrator must be implemented and in operation by January 1, 2027. • The City reserves the right to reject any or all proposals and to waive irregularities, informalities, and technicalities. • The selected vendor will be notified as soon as practical after analysis of all proposals. • The City reserves the right to review details of services with potential vendors to ensure system compatibility prior to contract award.
