Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Draft Request for Proposal

The National Aeronautics and Space Administration (NASA) is seeking proposals for a Commercial Low Earth Orbit (LEO) Destination Contract (CLDC). The contract aims to acquire services for a commercially owned and operated LEO destination that can provide safe, reliable, and cost-effective end-to-end services to succeed the International Space Station (ISS). The contractor will design, build, and operate the Commercial LEO Destination (CLD), which covers all aspects of development and certification, including design, manufacturing, demonstration/testing, qualification, production, transportation vehicles, and operational missions. • The contract will have a base period of 8 years with four option periods to extend the ordering period up to 15 years. • The contract will be a Firm Fixed Priced Multi-Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. • NASA plans to select 2 providers through a competitive task order awarded to 1 or more with detailed criteria provided with the Competitive RFTOP. • The contract will include a number of unique clauses based on lessons learned, such as a tailored liability framework and a legal framework for private and foreign crew. • The evaluation criteria will include Mission Suitability, Past Performance, and Price, with Mission Suitability being the most important factor.
