The Office of Consumer Counsel (OCC) is seeking an independent Cost of Service expert to provide technical consulting for Duke Energy Ohio’s distribution rate cases and alternative regulation filings. The contractor will analyze, develop, and document the appropriate rate base and operating income calculations across multiple utility cases, delivering a comprehensive cost‑of‑service report that supports OCC’s advocacy and regulatory strategy. • Conduct detailed cost‑of‑service analyses for Duke Energy Ohio distribution rate cases (Case Nos. 26‑0635‑GA‑AIR, 26‑0636‑GA‑ALT, 26‑0638‑GA‑AAM, 26‑0637‑GA‑ATA). • Determine and justify appropriate rate base and operating income figures using industry‑standard methodologies and regulatory guidelines. • Prepare a formal technical report and supporting documentation for submission to state regulatory commissions and OCC’s internal teams. • Provide expert testimony or clarification as needed during regulatory proceedings. • Coordinate with OCC staff to align findings with OCC’s broader regulatory and consumer‑protection objectives.
