Description

The City of Edinburg is seeking a consultant to prepare a comprehensive Development Impact Fee Nexus Study to evaluate, update, and support the City's development impact fees. The study will analyze growth trends, infrastructure demands, capital improvement needs, and the proportional share of costs attributable to new development. The selected consultant will provide professional services to prepare a legally defensible nexus and proportionality for impact fees, update Land Use Assumptions and Capital Improvements Plans, and calculate maximum assessable impact fees for various facility categories. • The consultant will provide a comprehensive report, including a statutory compliance memorandum, land use assumptions report, infrastructure improvements plan, and detailed impact fee and dedication calculation models. • The consultant will also provide implementation tools, fee models, and ordinance-ready documentation to support the City's Capital Improvements Advisory Committee (CIAC) and public adoption process. • The consultant will work closely with City staff, legal counsel, and other stakeholders to ensure the study is completed in a timely and professional manner. • The City seeks a qualified and experienced consultant with knowledge of Texas Local Government Code Chapter 395, experience with municipal infrastructure finance and planning, and strong analytical, legal, and financial modeling capabilities.
