Request for Proposals - Energy Performance Services (ESCO) for Wastewater Master Plan Implementation

The City of Sierra Vista is soliciting proposals from Energy Services Companies (ESCOs) to provide energy service and improvements on the existing Wastewater infrastructure. The selected ESCO will perform a detailed feasibility analysis and propose a project that will provide project funding, reduce energy consumption, and reduce peak energy demands. The ESCO will also be responsible for the overall design, construction, and commissioning of the project. • The project will focus on implementing the Wastewater Master Plan recommendations, including electrical and controls, bioreactor basins, clarifiers, and yard piping. • The ESCO will provide a comprehensive feasibility analysis, including a detailed breakdown of project costs and a financial pro-forma. • The ESCO will also provide construction support services, including meetings with contractors and City staff, design clarification, and inspection of installation. • The City will provide funding for the project, but may seek assistance from the ESCO to find alternative sources of funding. • The project is expected to last for 25 years, with the ESCO responsible for monitoring project savings and providing regular project status updates.
