Description
The U.S. Naval Community College (USNCC) seeks a vendor to provide full‑service instructional design, development, maintenance, and faculty‑support for its online courses and community sites. The effort is a firm‑fixed‑price, 12‑month base contract with four optional 12‑month extensions, performed entirely virtually. The contractor will design 1‑4 credit‑bearing courses per year (with up to two optional increments), maintain existing courses, provide 24/7 help‑desk support, manage a ticketing system, and deliver regular progress, QA, and technical reports. Labor estimates total 4,480 hours annually (Program Manager 640 h, Instructional Designers I & II each 1,920 h) but the government permits alternative labor mixes. Key deliverables include design maps, storyboards, multimedia assets, course shells, QA reports, and a Management Control Plan. The contractor must meet stringent accessibility (WCAG 2.1 AA) and security (Secret/TS clearance not required, NACI background) requirements.
