Oregon State University is creating a Reserve Contracting Program to pre‑qualify eLearning developers who can design, develop, and deliver fully accessible, interactive online courses for its Continuing Professional Education (PACE) offerings. Qualified vendors will be called on a case‑by‑case basis to produce courseware that meets OSU’s instructional design standards, Section 508/WCAG 2.0 accessibility, and technical specifications for the university’s LMS. The work follows a three‑stage review process (concept, storyboard, build) with required client approvals, and vendors must provide source files, maintain project schedules, and adhere to confidentiality and insurance requirements. No fixed award or submission dates are set; submissions are accepted anytime between April 2022 and March 2027, with the possibility of a one‑time five‑year renewal.
• Design and develop fully accessible eLearning modules (videos, simulations, assessments) for OSU’s LMS.
• Follow a staged approval workflow: concept, storyboard, then build, with at least two review cycles in the build phase.
• Meet technical specs (screen resolution, audio quality, HTML/JavaScript/CSS) and deliver all source files to OSU; pricing must be presented as hourly or blended rates.
• Minimum qualifications include ≥ 3 years eLearning design experience, remote work capability, and proficiency with instructional design and visual design principles; preferred skills include design‑thinking, graphic design, and basic coding.
