The Texas Education Agency (TEA) is seeking qualified contractors for three distinct but related Open Educational Resources (OER) initiatives covering Pre‑K through 12th grade. Project 1 requires vendors that already possess high‑quality, grade‑appropriate instructional content that can be licensed, sourced, and customized for Texas Social Studies standards. Project 2 calls for the creation of new, custom‑built Tier 1 OER materials (especially in Positive Character Traits) in both English and Spanish, with all deliverables owned by TEA. Project 3 establishes a pool of contractors to provide ongoing revision, versioning, and rapid‑cycle improvement services for existing Tier 1 OER materials, with work assigned on an as‑needed basis. The contract term is five state fiscal years (with a possible two‑year extension), and the total anticipated procurement value is approximately $20 million. Contractors must demonstrate expertise in curriculum development, standards alignment (TEKS, ELPS), accessibility, and project management, and must be able to deliver under aggressive timelines.
