Green Rental Housing Ordinance Support Services

The City of Ann Arbor’s Office of Sustainability and Innovations is seeking a professional services provider to deliver technical‑assistance support to landlords and property‑management firms to help them comply with the Green Rental Housing Ordinance. The contractor will field phone and email inquiries, assist with preparation and submission of compliance documentation, and conduct weekly coordination calls with city staff. The work is performed remotely, requires 16–20 hours per week over a two‑year base period (with an optional third year), and is evaluated on qualifications, past experience, proposed work plan, and fee proposal. • Provide answer‑and‑response services (≈ 800‑1,000 hours per year) to property owners seeking ordinance compliance. • Assist with HERS and Checklist pathway documentation, including uploads to the City’s STREAM portal. • Deliver a detailed work plan, metrics of success, and weekly 20‑30 minute check‑ins with OSI staff. • Submit a full narrative proposal (≤ 20 pages) plus a separate sealed fee proposal with hourly rates and cost breakdown.
